Why are there no steam gift cards, just games?

I installed buff because I wanted to play for steam gift cards, but for the past 3 days I've had buff there haven't been any on the marketplace. I live in the US btw. Does anyone know if they're just constantly out, or do they not have steam gift cards anymore?
